This is a tool used to align the cleaning rod with the bore so that it doesn't rub against the sides of the bore when you pull the cleaning rod in and out. This prevents damaging the bore during cleaning.
Have never seen a double 2 bore. The single 2 bore weighs about 26 pounds.
By bore do you mean weep hole? If so, the seal is leaking. Replace the pump.

You can bore a 350 .090 over, but the thing is the bore is so big that the cylinder walls are about a hair line thickness apart. In order for the engine to accept the bore and punishment of the shear power, the 350 Block must be casted with extra carbon to strengthen the block.
Use full bore for applications where pressure drop should be minimum (such as in the suction pipe of a pump with required NPSH very close to available NPSH), or for pipes which could be cleaned with a pig (so that the pig doesn't get stuck on the valve). In other applications a reduced bore should be OK.
