As odd as this may seem, the very purpose of the kidneys is to filter waste materials including urea directly out of the blood. Before urine is isolated and stored by the kidneys and bladder, it is a component of the blood.

Due to the absorption of water; therefore, it's not so much that urea is secreted into the tubules (although it is secreted via UT-AT2 into the loop of Henle), but rather that water is being removed, so even if there was a constant amount of urea, the concentration would increase
