The Doctor is actually compatible with the Cybermen and can be converted into one. When they first came about, they were only convertible with mankind, as they were once mankind, however, in the distant future, they declare war on every living creator in the universe and learn how to convert all species into Cybermen which includes Gallifreyains, which the Doctor is.
