This is just one possibility. This is what I did. We have a bi-level house and the thermostat was down stairs like yours is. What I did was move the thermostat upstairs. I was lucky though cause I was able to access the top floor through a closet down stairs and then ran it up the wall. Then the down stairs was freezing at first so what I did was close the down stairs vents some and it cools the upstairs great now. The down stairs is definitely cooler now, but the the upstairs is tons better. Hope this helps. Good luck.

Heating vents should be placed near or on the floor in a room because heat travels up not down.
If central air conditioner turns on but is not blowing through the vents, check the filter. If it is dirty, change it. Change the thermostat into cool, this will defrost the air conditioner.
There could be a number of problems. Dirty ducts or heat exchanger. Wrong speed on the fan, or turning the wrong way. Plugged filters or vents.

What you probably need to do is snake out the vents. You probably have debris in them.1- you may have a slight blockage2- Poor venting and water Jetting will scour the piping rather then rodding
There should be at least a 12 degree split between the incomming air and the air comming out of the vents.
The electric heating elements are probably turned on.

Your AC might be blowing out of dash vents on the windscreen as you might have turned the knob to that particular mode. It is also possible that the vent mechanism might be out of order or broken.
The heater core is leaking coolant.
It means it is time to call a licensed master plumber to make repairs and possibly get ac mold removal /toxic clean up crew of to your abode
