The US flag had no specified standard dimensions before 1912, so it was as long and as wide as whoever was making it felt like. The stars could also be arranged according to the whim of the maker; the US Military had a standard design they used, but other people could do pretty much whatever they wanted as long as the number of stars was correct.
The standard proportions since 1912 is that the flag should be 1.9 times as wide as it is tall.
