Why is the floor of the driver's side of my 1998 Honda Accord always wet when I don't drive through water or leave windows open. I soak up water everyday with paper towels. Why wetness all the time?

Check the brake master cylinder. The master cylinder can be leaking into the booster and then run down the brake rod and drip inside. Could be a leak in the windshield but has it rained? Antifreeze would be on the passenger side.
