If water is leaving the bowl then there could be a couple of solutions. There could be a partial clog in the sewer lines or vents, causing a vacuum that draws the water out. Cleaning out the lines will fix this. Or the bowl could have a small crack, which will require a new toilet.

Alternative perspective from a non plumber:

I had the same problem. I replaced the flapper with a red Korky flapper and replaced the rubber flange at the bottom (inside) of the tank that the flapper marries with to create the water seal. No more leaks for me. Those things just deteriorate after several yrs.

Almost every time I have seen the water level in the bowl decrease, it has been on account of a mostly (not completely) clogged sewer line. Very often, this decrease in water is accompanied by a kind of burping or bubbling in the bowl.

If the water is decreasing from the tank, check the flapper at the bottom of the tank. Press it gently downward. If the leak stops, you can get a new flapper cheap.

If the water is lowering from the bowl, re-check all fittings inside the tank, especially around the handle. You may need to adjust the float, but many times, the flush handle is or chain going to the flapper have a problem.

Why toilet won't flush complete?

Some toilets have full glazed trap which makes the trap real smooth and allows the siphon action to work best. Some toilet bowl outlets are poorly designed and when you look inside the outlet of the toilet bowl you can see where it can be from 2 7/8" and then narrows down to 2 1/2 " before exiting the bowl and I see the reason for that to allow the trap water to stay so it doesn't siphon all the water out, but it also makes it flush rougher or slower and sometimes not at all. Its a good idea to maybe buy a toilet snake (they aren't much) and try snaking out your bowl if you feel that it could be your problem. If your other fixtures like tub/shower, lav, kitchen sink drain fine then its mostly your toilet. I have unclogged a lot of (just the) toilet problems and they almost seem to be in the toilet trap. In rare cases the toilet drain pipe was back graded and was causing the toilet to flush real slow tho it would still flush but very slow and if a person would keep using it that way then it will eventually plug up.

If you are referring to the water closet fill valve, then you probably have a bad seal. most Ball Cocks fill from the bottom and have a feed line to the bowl. If the seal in the top of the valve near the ball arm is bad you will get water out of the top of that valve. If the line (usually a small hose that goes in to the top of the flush valve) is off it, will also spray water. sounds like the fill valve is bad and should be replaced. A fluid master 400 will fit most toilets and is easy to install. The amount of water in the bowl after flushing is very important to a good flushing water closet. if this hose does not stay in place the toilet will flush slow and clog up more.
