Why is the message Unable to purchase server as the Battlefield Servers could not be reached Message keep popping up whenever I try to rent a server on BF3?

Apparently that means they are at full capacity and Dice are testing it out with a small amount of servers incase something goes wrong.
So either Dice will put more servers up soon or previous rentals will expire making them available to you so keep checking.
