The small number indicates the year the plate will be replaced with a new one. It is a new rule to comply with the reflectivity that is a safety feature on Texas plates. All of the old embossed exempt tags are to be replaced over time. It is posted in a Registration and Title Bulletin from the Texas Department of Transportation.
