The island of Ireland is divided up into 32 counties in similar fashion to the 50 states in America. However 6 of these counties are under the jurisdiction of the the United Kingdom. Leaving 26 in the Republic of Ireland. These 6 counties were disputed as to who controlled them, Republic of Ireland or Great Britain. This dispute brought about the Troubles, people with Nationalistic ideologies recognize Ireland as having 32 counties making it complete.

Hence why many pubs in the US have names such as Eire 32 (Eire is Irish for Ireland) or why Irish graffiti will contain the number 32.
