It's not on the edge of $1 bills. They're so thin that no one could read anything printed there. The motto is on the edge of $1 COINS issued in 2007 and 2008. Most of the normal inscriptions were moved to the edge to leave more space for the design.

There was NO religious or other consideration given to the motto's location. E Pluribus Unum is just as important in our country's history and that motto too appears on the coin's edge. However some well-meaning but single-focus people zeroed in on the religious motto's placement as somehow being improper; they raised such a protest that the Mint was forced to move it back to the front of the coin. Interestingly enough, there has never been a peep out of any social, political, or religious group about the placement of "E Pluribus Unum".
