The fan is ran by the computer. It will continue to run for a short time after the engine is shut off and is normal. If it doesn't shut off, that is NOT normal.
Probably on the engine end of the upper radiator hose
Radiator side of the engine, just above the oil pan.
Under the housing where the upper radiator hose hooks to the engine.
Under the housing at the engine end of the upper radiator hose.
It is on the passenger side engine compartment, towards the front grill.
Under the housing where the upper radiator hose hooks to the engine.

The starter on a 1999 Voyager is on the front, radiator, side of the engine. It is just above the edge of the engine oil pan and is bolted to transmission.
Follow the top radiator hose to the engine, the thermostat is at the end of it.
The 2000 Plymouth Voyager 2.4 liter engine radiator cooling fan relay switch can be found in the fuse box. The relay switch will be in the third column, fourth from the top.
The radiator fan on a 1998 Plymouth Voyager won't turn off if the engine is overheating or the temperature sensor is defective. The fan is designed to only work once the temperature has pass a certain threshold.
