The Second Amendment of the United States Constitution reads: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." In a general sense, the amendment established an individual right for U.S. citizens to possess firearms. Different court cases between cities, states and the federal government have varied over the years as to who might be excluded from ownership. In recent times, mass shootings have opened the political discussion of ownership rights without a clear solution. From the news, it appears that a well trained gun owner with a documented purchase is best. Mental health, prison terms and other issues seem unsolvable since there are exceptions everywhere.
