The system also measures performance of government use policies for it's citizens- as most are run not for profit but for service back to tax payers- some do function a profit operations but these profits must be returned in a from of reduced hospital care for the poor, education subsidies and other for citizen needs into the community and or government operations. Seldom does it make a profit as profit means reduced federal or state tax revenue funding. Yet favorable it can operate efficiently in a profit based model to a point if federal or state budget cuts are required to stay operational for it's citizens that need low cost services. Other avenues of funding too are corporations that for say research they are able to produce or access new drug patents that may be shared with a medical university. Even enterprises hold patent and lease or sale rights of use. Usually corporate/business arrangements account a small percentage of the enterprises efforts as conditions apply. Enterprise funded research requires the corporation offer citizens in need discounts or reduced offering (such as drug assistance programs though pharmaceutical firms). In these programs ensure free drugs to dire low income individuals direct from business in some cases extending past corporate donation restrictions of a 10% of business assets limit pending budget policy allowance per congressional and house fiscal enactments. The most important requirement again is the measure of services that these enterprise system provide annual data per need vs. citizens private ability self-sufficient also determines injections of federal or state revenue funding. So in some ways it influence policy makers decisions in fiscal spending vs performance needs or redirect spending stabilizing citizens ability to support government revenue funding.
