Why is the right turn signal blinking rapidly and the left blinking normally on your 1999 Grand am?

Either you've got a broken bulb on the right side, or you've got a bulb with the wrong wattage on the right side, or there's some damage to the wiring harness on the right side.

the noise you are hearing is your multi control switch i have a 2000 grand am and i took it apart put heavy duty gease on all the copper contacts and bam no more noise its located ontop of your i wheel.

I had a 1992 Grand Prix LE the turn signals did not work and the fuses were good. Look at the swith on the steering collum try pulling the bright swith with the turn signal on. I did that on mine and they started blinking I replaced the swith and they now work fine.
