Historians have also coined the term Byzantine Empire to indicate the eastern part of the Roman Empire after the fall of the western part.

It was simply too large and too involved for one person to effectively control.Diocletian decided that the empire was too big for one person to govern so he split the empire in two and instated a co-emperor.
