While it is true that the Codename: Sailor V manga debuted before the Bishoujo Senshi Sailor Moon manga did, the anime series of Sailor Moon always had the titular character be the main character, or protagonist. Furthermore, the Sailor V manga was originally meant to be a oneshot, rather than an ongoing series, and there had been no expectation that it would spin-off the mega-hit series that Bishoujo Senshi Sailor Moon became.The Codename: Sailor V manga was also not finished before the Sailor Moon manga debuted; it ran in a different magazine (RunRun) while Sailor Moon ran in Nakayoshi, and at a slower pace. Despite it being shorter (3 volumes in its original release, 2 in its new-cover format, which is the version finally licensed by Kodansha USA for release in English-speaking countries), the final arc of the Codename: Sailor V manga did not appear in print until after the Sailor Moon series ended.In the manga, Sailor Venus is still regarded as the leader of the Inner Senshi (comprised of Sailors Moon, Mercury, Mars, Jupiter, and Venus), while Sailor Moon is Princess Serenity, and the one with whom the other Sailor Senshi are charged with protecting. It is because of her leadership that she is able to wield the Holy Blade in the first arc of the manga, using it to kill Queen Beryl.
No, but Pretty Cure is. In the USA this September, their re-releaseing the Sailor Moon manga and the Sailor V manga for the first time! :) It could possibly come back on air but not yet! :)
Sailor Moon uses the Moon Scepter (Cutie Moon Rod in the Japanese) in the second arc of the Sailor Moon anime and manga.
The Sailor Moon mangas became out of print because the license for the series lapsed around 2004, for both the anime and the manga. This is why you can no longer find the manga and DVDs on sale in stores. Once they became out of print, the only places to find them were trading places such as eBay. HOWEVER, the license for the Sailor Moon manga recently was renewed! So look for it in stores September 2011! The original manga, which Sailor Moon was a spin-off of, "Codename: Sailor V" has also been recently licensed, and will also come out in stores September 2011 for the US. That's not true. You can find them on Ebay or an online manga store. You just rarely see them in stores though. Although both the manga and the anime were released in Mexico, pressure from a Catholic parents' group led to both being taken off the market. The Sailor Moon mangas have been out of print in the US since around 2004. Yes, you can find them online for sale in specialty stores (sometimes) and on E-bay (for resale), but they are out of print. They license for them to be printed in the US has lapsed. The mangas were re-released in Japan a couple of years ago though with new art on the covers courtesy of Naoko herself. I doubt they will ever make their way to the US unfortunately.
The first time the Sailor Scouts (Senshi) appear in their formal princess gowns in the Sailor Moon manga is when Sailor Moon gains her Eternal transformation ability, at the end of the fourth Sailor Moon manga arc, "Dream." It is Act 48, Dream 10: Princess Dream.

No. There is an episode where Zoisite dresses up as sailor moon, and stabs tuxedo mask and a small side manga that has some goddess dress up as sailor moon to capture people.
