It's possible that the climate and history factors have some influence on this.
In the Northern Region (Região Norte), there is the Amazon Rainforest, which, in the (oftentimes failed) attempt of being preserved, blocks the expansion of some economical activities over these wide lands.
Also, in the North-eastern Region (Região Nordeste), there is the Caatinga, a hot and dry region that is almost, although not completely, like a desert. This has historically made the progress of the region more difficult (nowadays, however, it has been growing even on agriculture production).
Meanwhile, to the south there is the South-eastern Region (Região Sudeste), which is the richest region of the five, partly because since the colonization period it has received more investiments. For instance, when the Portuguese royalty moved to Brazil, they went to Rio de Janeiro, and this region received all the investiments. In fact, Rio was the capital of Brazil up to 1960.
The Southern Region (Região Sul), besides having historically received a lot of European immigrants (probably because of its colder climate), also has a high level of soil fertility, so that it was easier to focus on agriculture, as in livestock production.
(These may be some reasons for the economical difference between the northern and the southern parts of Brazil.)

But it's important to remember that some South American countries developed a lot in the last decades. Good examples are Chile, Argentina, Uruguay and Brazil.
