Traditional jet streams and the Coriolis effect create a region at 23 degrees North and South latitude that does not receive regular rainfall, thus creating a ring of deserts. More specifically, heavy rains at the equator release cool dry air which then sinks back towards the Earth at 23 degrees latitude, condenses and warms and becomes the hot dry air that is characteristic of deserts.
