I'm not sure if this is to what you are referring, but I think you are talking about school children and their birthdays. Generally, children in a grade (like, 3rd grade for example) are all children born within one academic school year, which starts in the fall but ends in summer.
So, kids born in early September or late August sometimes are in a limbo between the grades. Some schools set 'cut off days' for late birthdays. For instance, I had a friend who just barely made the cutoff since her birthday was September 1st.

It really depends on your state. Some have an 8 o'clock cut off and others have a 9 or 10 cut off.
The normal age for 3rd grade is 8-9 years old. But kids could really be anywhere from 7 to 10, considering some kids have to repeat a year and get behind, and then some kids are ahead or have late birthdays before the cut-off date.
