Hermetically sealed just means that it is air tight, though it sometimes just means air can escape but not get in.

An air conditioner would be a good example of a sealed compressor. You do not want any of the refrigerant (usually R134A) to escape to the atmosphere.

If you are pumping a pure gas into a container at higher pressure, for lab work, storage, transport, it'd be sealed to keep out contaminants.

A bicycle pump would be a good example of where such a seal is less necessary. A little blow by hurts the efficiency, but drops the price of manufacture way down.
