Because you have a leak, or you parked over a puddle of someone else's Transmission Fluid. If it is from your car visit your local dealership otherwise park somewhere else.
The red liquid is transmission fluid. Whether you have a manual or automatic transmission, Saturn used ATF for both. You should get you car to a mechanic to find the leak before it causes damage to your transmission.

There should be a red dipstick on the drivers side under the hood near the firewall. Similar to that of an automatic transmission.
Never put anything in your transmission but the type of transmission fluid it was designed for.Why would you even ask this? If you shop around a little you should be able to get a bottle of transmission fluid for under $10. If you can't afford $10, you can't afford to be driving.

Pull out the transmission dipstick located under the hood near the middle of the firewall. Get a funnel and pour.
The speed sensor on a 1999 Saturn SL1 is under the transmission. It is below the fittings for the transmission cooler lines.

the plug to add and check the transmission fluid is on the side of the transmission and only accessable from under the vehicle.
