Most likely it's lifter tick. The 1G Talons had horrible lifters and after time, the lifters would get blocked with deposits from used oil. Only good solution is to install 3G lifters in the motor. If your on a budget, try running some seafoam or marvels mystery oil in the crankcase.

just get a 6bolt 4g63t have to get the wiring harness transmission ecu it's just best to buy a tsi/gsx/gst you'll spend to much money on it
Yes, they are interchangeable, but if you plan to put a 95 motor in a 92, do not do it. The 7bolt motors experience crankwalk, which is bad. But if you're putting a 92 motor in a 95, go for it! I just finished putting a 91 motor in my 95. It's quite a bit of work, and you have to know what you're doing. There are plenty of guides out there for a 6bolt swap.
block heater are generally associated with diesel engines but they do make block heaters for some gas cars.
If equipped normally a block heater is installed in freeze out plug on the block. Unaware of this being a factory option.

If the valves are ticking they are likely damaged. If what you hear is lifter tap, then it is due to poor design from the factory or you need an oil change. Lifters from a 3g Eclipse (00+) fix this problem.

Yes, but you have to block off the oil squirters. Golden eagle sells a kit for like $20.
