I think what you're questioning is how a perfect God could create imperfect beings (such as the fallen angel, Lucifer, Adam and Eve, and all of us sinners). But what you must understand is that God has never been in the business of forcing His created to follow Him. We were all given a choice, apparently even the angels, of whether to love and follow Him or to go our own way. When Lucifer made the choice to reject God, he spawned evil and sin. Adam and Eve were told not to eat from a certain tree in the Garden, but in their naive state, they decided to turn from God's command and go their own way (eat the fruit).

God could have made the angels like robotic followers. He could have done the same with us. But where is the love in that? God is love and God wants our love. Robotic followers couldn't love if they were programmed to obey with perfection. Love is a choice. Thank God we were given that choice. Our love for Him and His love for us means so much more this way, don't you think?

There is evil where there is an absence of good. Evil does not come from God. Cold is merely existent because there is no heat, heat is what exists... evil is from no good... good exists. This is sourced from one of the greatest minds in the world, Albert Einstein, in which he lectured to his lecturer at university. Look it up. God loves man and evil may occur from the free will that humans determine by themselves, which is not God's creation.

Where did Satan get his powers from if God never gave it to Satan?

In Isaiah 45:7 it says that God created evil. But it doesn't say that God does evil in anywhere I looked . God could create evil things but it doesn't say that God makes you do evil. It's like God created the choices to do good or to do evil . It does say that God makes you do evil things. But you can say I'm looking for it. You could say that God created the powers of evil that Satan choose to use but God never forced Satan to use those evil powers.

Was God always perfect?

Yes it certainly is, since the one who made it is perfect. The problem with looking at the law of God is that those who look at it are imperfect and also limited in their understanding and so to them it doesn't always 'sit right'. According to Hebrews chapter 8, the law of God is not perfect. But now hath he obtained a more excellent ministry, by how much also he is the mediator of a better covenant, which was established upon better promises. For if that first covenant had been faultless, then should no place have been sought for the second. Hebrew 8:6-7
