Mineral sludge from tap water. A good radiator flushing will help and then use proper coolant to help keep the sludge building up and blocking the radiator.
it is not mud. Most 94 and later GM'S come out with Dexcool antifreeze. If it hasn't been changed it will kinda look like mud. My recomendation would be to flush the whole cooling system and replace with regular or universal antifreeze.
Drain plug for the radiator for Mazda Tribute 2001 is located on the right side bottom of the radiator. You'll need to remove the right side mud guard to be able to access it.

Check the grille on the front of the radiator and be sure that it is clean of all mud and debris otherwise the radiator is not able to pull air through to cool the water. You can clean that grille by removing the radiator from the truck and lightly pressure washing it.
