There is a Tools button: it looks like a cog, and is usually in the upper right corner, above the webpage and any toolbars.
Go to Tools in the upper right corner and Downloads will be there (for Internet explorer)

Up at the top of the window(Internet explorer). Tools==>Internet Options==>Advanced==>Untic open windows in tabs
Open Internet Explorer. Then click Tools>>Pop up blocker>> Turn on pop blocker
If a person has the developer tools installed for Internet Explorer and they would like to hide the developer bar, they would just click on IE which would immediately hide the tools. A person would have to install the developer tools in order for the developer bar to show up in Internet Explorer.
Open IE 7. Go to tools, toolbars, chose Menu bar.
Open internet explorer and click tools from the menu bar, select internet options. Under the general tab click the delete button.

If you have Internet Explorer, go to tools, internet options, privacy then lower the bar to low.
