Whenever something is moving in a circular motion, such as the air in a cyclone, there has to be some inward force, called centripetal force, that keeps that path curved and prevents it from continuing on in a straight line. In a cyclone it is the pressure gradient, with low pressure at the center. This pulls air inward through most of the cyclone, but when it gets tot he center it is rotating around the center so fast that the pressure gradient cannot pull it in further, so the strong winds only reach to just outside the eye. Instead, air gently descend from above.
