Probably bad rings or bad valve seals. In either case, too much oil is being left in the cylinder while combustion is occurring, and it gets onto the spark plugs.

It might be possible to put in a hotter spark plug, which might burn off the oil for a little while, but you're probably looking at some significant engine repair pretty soon.

Oil on the bottom is from internal engine.

Oil on the top would be from a valve cover leak.
