This is a general answer, not specific to a town car...I have found (through a number of older cars) two common sources for water on the passenger side.
1. A leaking heater core. If that is your problem you may be able to smell antifreeze (assuming you are not running straight water in your radiator)...or may find after driving the car that the dampness/water is hot or warm.
2. A leaking cowl (the louvers/grate in front of your windshield.) If so it will be worse after a rain or carwash.
Heater cores are notoriously awkward to get to and replace. good luck!!

passenger side is 1234 front to back drivers side is 5678 front to back
I was looking at some exterior pictures of a 1998 Lincoln Navigator and I don't see any key lock on the passenger side front door
It is located on the drivers side, behind the dash, mounted on passenger side of steering column.

My 1998 GMC Sonoma with the 4.3 Engine (should be the same as an S10) heater hoses run from the passenger side of the water pump over the passenger side valve cover and into the firewall just to the passenger side of center. Very obvious. There are no fittings or valves between the water pump and firewall.
when your heater core is shot it will leak on the passenger side of vehicle and your windshield will fog up most of the time
