A baby's feet cannot be as big as his father's, and also, people from different places have different sizes. Most people from the west are bigger and the people from the east are a bit shorter. So it varies on age and the nationality.

Because... What if everyone used their own foot to measure things? For example: let's say person 1 and person 2 needed to build a house. Person 1 has smaller feet than person 2. And they meausred everything using ther feet. So by the time both houses are done being built, person 1 has a house smaller than person 2 because he measured using his feet. But if they used the same foot (we'll call this person 3) for building their houses, the houses would be equal in size. So now you see that you can't measure everything by your own foot because everyone has different length in feet.
