If you produced Oxygen underwater, as it is produced, it will buble up. If you place some type of container (filled with water) above the bubbles, the Oxygen will collect there and displace (push out) the water.

I don't know how scientists collect oxygen, but you can run an electric current through water(electrolysis) and have test tubes at the ends of each wire that you are placing in the water. Hydrogen will be found in the wire that is connected to the cathode(negative end) of the battery. Oxygen will be found at the anode(positive end). Have fun collecting oxygen, be careful with this experiment though.
