When you cool hot air, water condenses out of it. This water should be piped to the outside of the air conditioner unit and drained away outside. It is possible that the drain pipe is blocked.

There is a drip pan inside the unit that catches this water, the water then drains to the back of the unit which is a compartment that houses a fan and a condenser coil. The fan slings this water on the condenser coil which helps to condense and cool the refrigerant.

A 20 amp breaker might actually be needed for the installation. It depends on the wattage and voltage of the window air conditioner.
