If windshield wipers are stuck in position and won't move, I would say that the windshield wiper motor needs replacing. This happened to me last year.
the park tab is bent. it is a thick piece of metal that must be bent back slightly toward the wiper motor with a hammer or plyers. I assume this issue started when there was snow/ice on the windshield?
If a windshield wiper switch on a 1995 Buick Riviera stays on when in the off position, it might be the fault of the windshield wiper relay. It could also be that the switch itself needs to be taken off and reset on the dial.
Lift the wiper and turn the wiper to a t position and there is a clip that you squeeze together and it lifts off
How do I replace the windshield wiper switch?
Depending on the year, but....there is should be four crews just below the windshield and two under the hood that hold the panel between the hood and windshield. You will have to remove the wiper arms first, remember to mark their position.
Lift wiper assembly off of windshield into "up" position. Rotate 90 degrees. Pull wiper blade assembly gently toward the windshield. It slips right off. Note: Put protective barrier like cardboard or a towel over windshield in case blade assembly snaps back toward windshield to avoid cracking the windshield.

Replace the locking tab on top of the wiper
The windshield wiper control module is usually in the fuse box located in the engine compartment of most automobiles. Sometimes the windshield wiper control module is located on the firewall next to the windshield wiper motor.
Remove the windshield wiper arm from the windshield wiper motor. Remove the wiring harness. Remove the retaining nut. Reverse the process to install the new windshield wiper motor.
Turn the wiper switch to the on position. Turn the key on and as soon as the wipers go straight up then turn them off. That will make it easier to remove the blade. Lift the wiper away from the windshield while pulling down. Be sure to not let the wiper fall against the windshield. Push the new one in place and you are done.
