Your check valve is not holding in the oil pump and allowing the oil to fill the engine. When you start up, the oil pump is trying to empty the engine and excess is pumping out the breather or overflow.

There isn't a definitive way. I would suggest to remove the intake valve adjuster cap ( the one on the top, near the carb/intake ) start the engine and you should see oil pumping around the valve spring. However, if the engine runs I would not expect you have an oil pump problem as the engine would seize very quickly.

Oil pump is out or pick up fell into pan. Either way, you have to drop it to find out.
