Either the heater core is not getting hot, or the system is failing to divert air through the core. A simple check for the core is to feel the two heater hoses going into the firewall from a cold start. The two hoses should warm up at about the same rate and get uncomfortably hot. This is a good indication that the core is OK.

The next suspect is a common fail mode on the RAM with the blend doors that divert air through the core. Check heatertreater.net for a technical explanation of the operation of the various control doors and common fail mechanisms. The site will give you a good overview of potential problems and a fix once you diagnose the issues.
