you need to change the fluid. my 99 grand am does that, it feels like you're shifting a manual from 1st to 2nd.
Overdrive is like 5th gear for cruising in most automatic transmissions, the common place for the on and off button is on the gear selector.
You either need a new transmission or get it rebuild..
for an automatic, there is a black 'U'-shaped clip inside the front of the handle. pull it out with needle nose pliers and slide the shifter off.
Your vehicle uses Mercon automatic transmission fluid. To fill it you have to take the speed sensor off the top of the transmission, then pull the speedometer gear out and then fill up to the bottomof the gear for correct amount. Be careful prying the speedometer gear out of the hole. It is probably stuck in there because of corrosion.

It's prolly the brake shift interlock switch if it has one, that used to happed to my girlfriends Beetle. It tells the transmission that you have your foot on the brake and won't let you put it in gear until you do. check and see if it has one then test it. Hope that helps
you can get one on eBay but cheapest is at toys r us $ 99 and kmart $ 99
I would definitely check to see if your speed sensors are working correctly. If you own a 99 like I do, you should have 2, an input and an output. If one or both of those speed sensors stop working then the RPM gague stops working and the car will not shift.
