because when it has reached its temperature it constantley runs so you get better air circulation around the room or area
is your fan running in the correct direction? are any of your ducts blocked?

It is likely you have a heat pump. A type of air conditioning system which heats as well as cools. If there is cold air coming from the outdoor fan, you are in the heating mode. If you are calling for cooling at the thermostat, and there is cold air coming off the fan from the outdoor coil, there is a problem with likely the low voltage wiring.
Check your furnace fan. The air conditioner unit can be running but the air circulation is usually done with the fan on the furnace. If you have a fan switch on the thermostat, check to see if it is in the auto position. If it has the settings on/auto/off, you can switch it to the on position and see if you get any air movement then. If not, you could have a broken belt.

The first thing to check is that the outside unit is running. That the compressor and the Fan is running. If they are running, then have the Freon pressure in the system checked. You may be low on coolant.
A supply duct connected to the return duct somewhere? Fan running backwards?

Make sure your air filter is clean. A dirty air filter can block air flow. If both the fan and the compressor are coming on, there may be a low charge. If only the fan is coming on, the compressor could be burned up.
It's somewhat cold. It's just very little cold air coming out. Can't hear the vent blow the air as well.
