I have a 1999 Town and Country. You could pull the key out .. and put it back in, but it wouldn't turn to start the motor. I searched for hours until I found an answer. Take a small rubber coated tool (I used a mid sized screw driver) .. and tap on the key while it is in the ignition. Something about the tumblers getting stuck, and tapping on it releases them. Don't beat on it hard .. just tap hard enough .. not to break the key off, or you'll have a much larger problem.
