It means that either they recognise you as a place to bask or you are higher then the location they jumped from. If the dragon is jumping down to you then it may simply be looking for a place to escape.
Well from what I have heard most bearded dragons do alot of the same things. Licking would be one of those things. Most bearded dragons do not have good vision or can't see things straight on, they actually see things from the sides and the top. When he licks you, he/she is trying to get a sense of what is around him to see if it is safe or not. So I wouldn't worry about him licking you, it could be worse he could be biting you.
Well it can mean different things if you have had him for awhile then he probably is trying to get your attention so you can take him out of his tank if you just go him then he is probably very nervous and still adapting to his new environment. They are most trying to get your attention whether its hunger or what i said before. Hope that helped
