Dogs can sit and stare at you for many reasons. The obvios one is that they want you attention the difficult part is figuring out why. The dog might just want affection, maybe it needs to go out and use the bathroom, the water bowl might be empty or as my dogs do a few minutes before feeding time. Or the dog is staring at you because he think he is alpha over you...you have to keep looking at them until they stop staring and look away and put their head down.
It is the protective nature of submissive members of a canine. They sit/lay facing away from you because that way they are facing any potential threats. When a dog shows this behavior, rest assured your dog has your back and will alert you/defend you when it feels there is an immediate threat that requires attention.
That's a dog's way of communicating to you that it knows you are the boss (i.e.the alpha male or alpha female). Dogs are pack animals. This is a submissive gesture; a dog's way of acknowledging you as the leader of the pack.
Dogs turn their butts to you as a greeting. If they want to make friends with other dogs, the proper way to get to know them is to sniff there butt. The dog is only trying to show you he wants you to be his/her friend by inviting you to get to know them.
A cat, as a hunting creature, has to keep an eye on the environment to be prepared for the appearance of prey; and as a small hunter must also be alert to the presence of bigger predators. As such, they will almost always orient themselves in whichever direction gives them the best field of view. They'd much rather face outwards on your lap, so that they can see the rest of the room, rather than inwards, where all they can see is you.
