He is marking his territory to keep you (his whole family or "pack") safe from intruders. He wants all others to know that this is HIS territory and he is going to defend it. It's actually a very nice gesture, but it's not pleasant for humans to live with dog urine all over the place. You can try to keep him in a kennel or crate when you're not home. Just make sure that it's the right size for him and that you don't leave him in there too long~ Just like people, animals need to move around and they need to urinate, too. He needs to learn to urinate outside, to mark his territory there, instead of inside. Usually, male dogs who are neutered mark their territory less often. You should ask your vet about this. Keep in mind that he's not being bad. He's only doing what his genes dictate ~ he's attempting to take good care of you by letting intruders know he's on guard. Make sure you let him outside often to urinate, and also let him mark his territory outside. Inside, if you see him lift his leg, shout "Outside!" and then let him out immediately. Keep doing this until he gets the message.

Will the male dog still have the urge to mate if he's neutered?

Naturally yes. When a dog is neutered his organ for mating changes, so he may not help the female dog. It is a thing they are already born with to do. My dog has shown his "urge" to me.
