Yes, they can tie and if that happens they should be supervised but not pulled apart as injuries can occur. There is no chance of pregnancy if the dog has been neutered over a week (some semen survive after neutering but quickly die off due to body heat.)

∙ 13y agoMale dogs can be either neutered (removal of balls) or 'fixed' (vasectomy). A male dog that has had only a vasectomy will still have all the normal mating urges and, yes, can and will try to mate. While he can complete a coupling, he will be unable to impregnate the female. A dog that has been completely neutered loses the mating instinct.
