They may be hungry. Usually fish will "break water" to feed. Go to a pet shop and get a little book on guppies and that will help you raise them. Good luck Marcy I would also recommend having the water tested by an aquarium store. High Ammonia and or Nitrite levels will cause them to go to the surface and appear to be "gasping for air". Acceptable parameters are less than 2ppm of Ammonia and less than 25 mg/L of Nitrite. Also watch other tank inhabitants closely since guppies by nature are very timid fish and do not tolerate aggression very well. If other fish are harassing them, their only refuge is often the surface of the aquarium.

Yes, Guppies are obviously surface fish. Just look at the shape and angle of their mouths. You can see that they are designed specially for skimming under the surface of the water.
The swim bladder makes your fish sink so it isn't floating to the top of the tank.If your fish is floating then it might be a swim bladder problem.Or your fish is dying.
A fish controls its depth by increasing or decreasing the amount of air in its swim bladder. When a fish has more air in the swim bladder, it is more bouyant and rises to the surface ,but when it lets out the air and the swim bladder fills with water, it becomes less bouyant so the fish sinks.
Are the fish you are reffering to from an aquarium, ocean or lake/dam? :). There aer thousands of different species of fish which preffer to swim at different levels in water. To get the average depth would be near impossible.
Danio fish like to swim on the top, and they like to swim back and forth all of the time( mine do)
You should float the bag in the aquarium for about 30 minutes before releasing the fish to swim with others.
