This happens when his bottom gets wet and dirty and it turns into a matted mess.
To stop this happening try to keep his cage clean so that there is not wetness where he sleeps. To get rid of matted fur you can try to wash it out but that can hurt the guinea pig, the best way is to just cut the matted fur off.
