if you have fuel to the filter but not beyond then obviously something is wrong with the filter. either it is clogged, which case its simply a matter of replacing it, or you have your filter installed in the wrong direction...yes there is a correct flow direction. there should be and arrow which would indicate the low direction. in any event the arrow should point toward the motor.

The fuel filter is in the gas tank. Factory said not serviceable. But you can remove tank and replace filter. Parts stores do sell them.
If the air filter is getting plugged with dust and debris, the air-gas mixture is going to be off, causing poor power and a rough-running motor. If the air filter is torn in some way, dust and grit can get into the engine, resulting in greatly increased motor wear.
You have to remove the gas tank, Then remove the sending unit in the top of the tank. That will be were the fuel filter is located.
motor can cut out , stall or not start at all.
