You may be at a location that doesn't have wifi connectability. Or, you might be at a wifi location, but you might not have wifi settings (Settings > Wireless & Networks) turned on. Furthermore, even if you do have it turned on, that location might require a password to use it.

I figured on the iPhone if you just hold you finger in the icon for a few seconds a red x will appear and if you press it the icon will go away. It might be the same on the iPad or not. The word 'Loading' under the icon of the app indicates that this app is trying to download an update. If it has been stuck for a long time and the blue bar is not progressing, try turning off your WiFi for a second and then turning it back on. That will re-start the update download.

Just turn the WiFi on and then connect to a network. To turn it on click the WiFi icon on the top right of the screen and then click Turn WiFi On.
