Joseph is not in the 12 tribes of Israel. Jacob, who is known as Israel has 12 sons...
Reuben, Simeon, Levi, Judah, Issachar and Zebulun,
Joseph and Benjamin, Dan and Naphtali, Gad and Asher.
So logically, 12 tribes of Israel would bore these names...
But no...
The tribe of Levi was given/consecrated to the LORD (Num 3:11-13) and were not to be counted. The consecration of this tribe did not originate in the legislative wisdom of Moses, but in the special appointment of God, who chose them as substitutes for the first-born.
Excluding Levi and including Joseph there are only 11 tribes, but because Joseph is represented by each of his two sons, (Ephraim and Manasseh), who were given the status of independent tribes, it means that there are 12 tribes.

The Western Tribes : Ephraim, Manasseh and Benjamin

Joseph was known in The Bible for his fertility. As a result his tribe was so massive that it split between his two sons, leading to the Tribe of Ephraim and the Tribe of Manasseh. Since Levi was divested of its land-inheritance to become the priesthood, the "12 Tribes" number was maintained.
Levi - because his descendants were chosen for a special status in the service of God (Numbers ch.3 ch.8, and ch.18). Joseph - because his two sons (Menashe and Ephraim) became counted as two separate tribes (Genesis ch.48, Numbers ch.2).

According to the Hebrew Bible, the Tribe of Ephraim was one of the Tribes of Israel. The Tribe of Manasseh together with Ephraim also formed the House of Joseph. As part of the Kingdom of Israel, the territory of Ephraim was conquered by the Assyrians, and the tribe exiled; the manner of their exile led to their further history being lost.

Dinah is not a tribe of Israel because she provides no offspring. Rabbis speculate that she may have had one daughter from the Rape of Shchem which would be Asenath, Joseph's future wife in Egypt. In this case, her claim to be a tribe would have been absorbed by Joseph's marriage of Asenath, leading to the same general outcome that she loses out on becoming a tribe because her offspring are not a unique set of Hebrew individuals.
