Hanukkah is not in the scriptures because the Tanakh ("Old Testament",
Hebrew Bible) ends long before it occurred, and the "New Testament"
doesn't concern itself much with anything before the life of Jesus, a
good 160 years after the Hasmonean/Maccabean revolt. It's an event
that missed being part of scripture ... a lot like the destruction of the
second Holy Temple, the Holocaust, and the re-establishment of Israel in
our time.
