That's not really a proper answer. Figures have been released for 'Davros' and the 'Dalek Supreme' from "Journey's End". In fact there's even a figure for the Emperor's Guard from "The Evil of the Daleks". A 'Dalek Emperor' would definitely sell better than the 'Dalek Supreme'.
