Did you remove the pump? If not, are you relying on the fuse/ relay contacts for a reading, or did you test each individual connection between the wiring harness plug and the fuel sending unit plug? Just because the relay works, the wiring before or in the pump/ harness connector may be: corroded or loose. There should be an additional fuse for the pump, check that. Also, are you having any other "odd" issues with the ignition circuit, such as when you turn the key, does the ignition cylinder not energize the instrument cluster or occasionally as you rotate the key from "on" to "start", does the cluster suddenly black out for a sec. then return? Electrical issues are a annoying to say the least....
if you have checked the voltage with a dvom then you need to verify that the power source at the fuel pump relay is correct, if it has the correct voltage pre-relay then your problem is post-relay. if the voltage is not correct pre-relay then simply trace and repair the power source. if the problem is post relay then check the output voltage directly at the relay, if voltage is good trace and repair line from relay to pump. if voltage is not correct then replace the fuel pump relay
The exact measurement of voltage from ECU to fuel pump relay 94 Hyundai Scoupe is unknown. Test it on your neighbour first. If he passes out upon contact, then it is good to go.
You need to be sure you have a good clean ground. Check for the proper voltage from the relay.
Swap the relay with a known good relay.

the relay is located at the firewall behind the glove-box. the fuel pump relay has a yellow socket. good luck !
unplug the wires and have a check inside the plastic plug.One of the little legs should be oxidate.There was a recall for this problem.I just fix mine.
You should check the fuel pump fuse to make sure is not blown. If the fuse is good the fuel pump relay may be defective. It is always simpler to replace the fuse and the relay before removing the fuel pump.
I found that the fuel relay is the same number as some of the other relays such as the horn. You can check fuel relay by replacing in the horn relay if the horn works the relay is good.
You do not repair the relay. It will be best to replace them with know good ones.
Swap the relay with a known good one.
